瓦斯貨車疑闖紅燈！ 騎士遭撞左眼破裂
貨車駕駛闖紅燈，撞飛騎機車的夫妻，日前台北市興隆路發生一起嚴重事故，載瓦斯的小貨車，行駛在下坡路段，經過十字路口時，疑似沒注意前方是紅燈，搶快追撞雙載的潘姓夫妻，兩名傷者全身是傷、顱內出血，送醫治療，先生的左眼破裂，只剩單眼的視力。
小貨車直直往前，砰一聲，撞到一部機車，車上兩個人從坐墊上摔翻落地，動也不動，放慢速度再看一次，載滿瓦斯的駕駛經過路口，明明亮紅燈卻沒減速，撞上雙載騎士後，急忙下車查看。
附近店家：「也很大力也很慘，兩個騎摩托車的都倒了，試圖想要爬起來，但沒有爬起來。」
記者李潔：「事故地點就發生在這個十字路口，當時機車綠燈直行，沒想到遭到小貨車衝撞，而騎士被撞飛之後，左眼球當場破裂。」
警方調查，11日上午8點多，台北市興隆路四段，57歲潘姓騎士當天上午載著妻子出門，眼看綠燈 直直往前，偏偏45歲林姓駕駛，經過路口闖紅燈，這一撞 夫妻倆顱內出血，潘姓騎士左眼慘遭摘除。
附近店家：「剛設紅綠燈，在以前還沒設紅綠燈，雖然有(車禍)，好像都沒有那麼嚴重過，以前是裝閃黃燈的時候，大家經過這裡，都知道要看車子一下，(現在)反正一方看到有綠燈，綠燈那一方一定很快，紅燈忽略的那一方那就更慘了。」
回到事故地點，這窄窄的巷子 過去是閃燈，這幾年才變為紅綠燈設計，但附近居民指出，這紅綠燈與大路口原本的燈號靠得太近，常有人貪方便直直闖越，反而更危險。依照法令，闖紅燈開罰戰利品活動商品1800到5400元，但罰錢事小，再看一次撞擊瞬間，小貨車下坡行駛，卻疑似沒注意燈號，在路口撞上夫妻騎士，傷者左眼破裂摘除，成了一輩子難以復原的傷痛。
日本勞動力救星 外籍員工成職場搶手貨
日本進入超高齡少子化社會，使得勞動人口短缺，日本政府因此放寬外籍勞工簽證規定，大量引進外國技能實習生。而為了使面試更有效率，科技業也推出外籍人力媒合網，求職者除了必須詳填履歷表，還要附上一段日文自我介紹影片，讓企業透過影片先掌握對方語言能力，幫助資方迅速尋得合適的外籍人材。
外國技能實習生：「我是從越南來的。」
外國技能實習生：「要全部吃光喔，慢慢來沒關係。」
人力仲介商：「(日本)未來將會加入更多的外國人才。」
人力仲介商話講得明白，外國人將會撐起未來日本勞動市場一片天。
建設公司副分店長 小島秀二郎：「(外國人)真的是一大戰力。」
農家 犬飼忠綱：「我希望引進外國實習生，維持營業規模。」
超高齡少子化之下，日本勞動力不斷下滑，部份領域更面臨無工可用的窘境，讓企業張開雙手歡迎外國技能實習生；像是東京這間連鎖餐廳，包括打工族在內，外國員工就占了4成。
餐飲業者 山口祐：「這兩年左右，兼職人員變得很難找，只要能夠做到(日文)日常對話，我們都會積極錄用。」
為了加速企業找到人材，日本現在出現這樣的外國人力媒合網，支援中、英、韓、越南、葡萄牙等五種語言，登錄會員逼近9萬人；業者選擇好語言後刊登徵人，求職者點選希望應徵企業，履歷表就會自動傳送到業主手上，而且還會附帶影音檔。
外國應徵者：「你好，初次見面。我今年21歲。兩年前從巴西的巴拉納州來日本。」
雇用外籍人材，企業最害怕的就是語言不通，而隨履歷一起附上的日文自我介紹影片，讓資方能初步掌握應徵者的語言能力與人格特質。
人力仲介網人員 椿奈緒子：「由(網路)確認簽證，日文能力也能透過影片了解，(資方)先去除了擔憂，就能安心進行面試。我們藉由提供個人資訊，去排除(企業)的不安。」
人力網提供平台，讓勞資在面試前，盡可能解決雙方顧慮。另外有科技業則是幫業主加快訓練腳步。
NHK記者：「東京的創投公司接受委託，製作以外國員工為對象的指南影片。」
不少餐飲及服務業紛紛委託，針對較複雜且細膩的業務拍攝操作說明，讓外籍員工就算語言理解跟不上，也能經由觀看畫面更快擺脫菜鳥行列。
指導人員：「能請你觀看一下炸天婦羅的影片嗎？竹輪的凹槽朝下，輕輕流進鍋裡。放入另一樣食材前先把殘渣撈起來。你要記住這些步驟喔。」
譬如這間烏龍麵餐廳，就製作了1千多種業務指南影片，從炸天婦羅、待客、收銀，都有教學影片。
餐廳營運高層 原田義也：「這裡要這麼做喔，這樣的教學透過畫面變得很容易傳達，我們期待在(外籍員工)訓練上，能達到節省時間並且更準確。」
根據統計，未來五年日本將會引進35萬5千名外國技能實習生，比沖繩那霸市31萬人口還多。在人力嚴重不足之際，這些能夠提高產能、業績的外國員工，簡直是業者的救星，但有部份資方卻藐視外國實習生人權。
外國技能實習生 莎梅安：「社長說如果實習生結婚的話，公司就不能再繼續雇用我，叫我必須要回去柬埔寨。我不過是交個男朋友想結婚而已，這樣子被趕回國也太奇怪了，我不能接受。」
業主表示，外國技能實習生一旦結婚，就不符合雇用標準，可是實際上，法條規定外籍實習生與日本勞工享有相同權利，包括結婚、產假、育兒假等等，但即便如此還是有許多實習生的人權遭到踐踏。
外國技能實習生：「我和同事一起出去碰到朋友時，會被警告不准和他們說話。」本周限時購買優惠
被老闆警告不准結婚、威脅必須墮胎，或是要繳出護照、手機，才能繼續混口飯吃，這類侵害人權的業主不在少數。專家透露，不少資方認為只有高壓統治是最方便管理外籍勞工的辦法。或許你會好奇難道無法可管嗎？根據調查，日本政府目前只在官網上，提醒企業不可違法打壓外籍員工人權，並沒有提出實質懲處規章，外籍勞工輔導單位也只能呼籲，打造完善、人性制度，以免把外籍人才嚇跑，最後又陷入人力荒的惡性循環。
